The city is seeking a proposed workplan to develop a comprehensiveorganics management plan for the city.1) DOCUMENTATION REVIEW - Review and familiar themselves withexisting related City plans and other documents including, but not limitedto: Solid Waste Management Plan Climate Action Plan Sustainability Framework Urban and Community Forest Management Plan Commercial Recycling Plan MS4 Stormwater Permit Biodigester Feasibility Study2) COMMUNITY ENGAGEMENT - Develop, manage and implement acommunity engagement strategy, including, but not limited to: Work with a Work Group made up of staff from Systems Planning,Field Operations, Customer Service and Financial Services, whichwill review materials and deliverables from the consultant team andprovide feedback and guidance throughout the project. Identify, with City staff, key stakeholders from the community to beengaged through this project and propose methods for engaging thevarious categories of stakeholders, potentially including one-on-oneinterviews, focus groups and general public meetings. Work with City staff, establish two advisory committees operating inparallel, one to provide feedback on findings and recommendationsregarding residential organics collection, with the other to feedbackon findings and recommendations regarding commercial andinstitutional organics collection. Develop background/briefing documents and presentations for theWork Group and committees, including a draft meeting schedule forthe Committees that will ultimately be subject to their review andapproval. Design, develop and coordinate the processes, to obtain input fromcitizens, businesses, and institutions at key milestones of the project Develop and produce materials needed for engagement meetingsand sessions, which must be approved by the City before release tothe public. Document discussion and feedback provided during engagementmeetings and sessions. Develop and maintain a project website for easy access by thecommunity to project updates and documents.
