The primary objective of the work is to ascertain that the oil and gas companies operating in Eddy County have provided theAssessorsOfficewithallre q u i r e d d o c u m e n t a t i o n t o a c c u r a t e l y a p p r a i s e t h e p r o p e r t y f o r ad- valorem purposes. Completion of this audit will confirm that all oil and gas personal property including compressor stations, gathering pipe line and gas plants have been valued according to state statute and procedures developed by the State of New Mexico Division of Property Taxation. C. SCOPE OF PROCUREMENT The Oil & Gas Equipment Audit is broken down into three tasks, summarized as follows: Task 1 Conduct a physical inspection and Global Positioning Satellite (GPS) with an accuracy rate of within one meter of all well bores (both producing and non-producing), salt water disposal wells, compressor stations, meter houses, and pipeline crossings. The following information will be gathered during the physical inspections: A. The company name, lease name and location of the well bores if such information is posted according to regulations. List all equipment on site subject to property taxation and any other pertinent information. B. The company name, lease name and location of the compressor stations if such information is posted according to regulations. The year, size, serial number, make and model, engine, horsepower, and conditions of the compressor stations are also notated. C. The size, make and model, and serial number of all meter equipment will be notated after completing the physical inspection. D. Locate, identify, map, and value (cost or replacement cost new less depreciation) all the taxable pipelines in Eddy County. Task 2 Valuation, going back up to ten prior years, of all locally assessed taxable oil and gas equipment, which includes natural gas processing plants, treating facilities and pipelines. A. The valuation of the pipelines is based on information supplied to the County Assessors Office and any other reliable source of information. B. Provide an equipment listing to the Eddy County Assessor in Microsoft Excel format and a manual used for valuation of oil and gas equipment. C. Provide expert testimony on behalf of Eddy County at all proceedings on values determined during the project and as needed for litigation at Eddy County Protest Board, New Mexico Property Taxation Board, District Court, and New Mexico Supreme Court
