Specifications include, but are not limited to: Howard County, Maryland, (the County), seeks a qualified consultant (theContractor), who is experienced in all facets of market assessment and analysis; economic development;and strategy development to furnish a feasibility study, financial analysis, and concept plan for the OaklandMills Village Center.2.1 Feasibility Study - the overall objective of the Oakland Mills Village Center feasibly study is toexamine future land uses in the larger village area as well as studying a more targeted project areato understand its market potential and to answer the following questions:2.1.1 What are the likely characteristics of different types of commercial developments (i.e.,floor area and configurations) given policy, regulatory and market conditions?2.1.2 What is the likely rate of development and absorption for the different types ofcommercial use projected?2.1.3 What employment sectors and uses are likely to be attracted to the area (for example,medical, sports-centered use, hotel/travel, food and beverage, boutique/lifestyle retail,entertainment)?2.1.4 Are there emerging or niche markets that have the potential to serve residents and users?2.1.5 What policy, regulatory or other changes might be necessary?2.2 The Contractor shall address the following elements in their feasibility study:2.2.1 Identify and test various land uses from a market perspective and to investigatealternatives to the grocery-centered anchor (per the Columbia Market Study) and withinthe context of the demand for these uses in the Columbia area.2.2.2 Quantify the amount of current and potential market capture of various market sectorsand define in number of square feet by use.2.2.3 Analyze the existing and anticipated supply of residential, retail, restaurant, service, andoffice land uses in each village center within the context of greater Columbia(competition).2.2.4 Understand and document occupancy trends, lease rates, sales prices, retail sales trends,absorption rates and footprint/design preferences.2.2.5 Define specific recommendations and strategies for the Oakland Mills Village Centerbased on analysis.2.2.6 Include interim/temporary uses that can enliven the Oakland Mills Village Center as wellas longer term recommendations for the enhancement or redevelopment.
