Specifications include, but are not limited to:Data Collection & Review In coordination with VDOT, the consultant shall perform travel times runs for the purpose of traffic model calibration for all movements at the Exit 317 interchange concurrent with a planned VDOT count collection activity. The consultant will review all collected data, along with any data provided by VDOT (including but not limited to mainline permanent count station data), and data from the WinFred MPO Regional Travel Model. Additionally, the consultant will conduct site visits during the peak periods to observe traffic flow and identify existing operational challenges. Existing queue lengths will be noted and photos and videos will be taken to document the existing conditions. The consultant will also obtain and review any proposed roadway or other transportation (transit, bike/ped, etc.) improvements under study, design or construction by VDOT or local agencies within the study area. IAA Scoping Document and Scoping Meeting Based on the information obtained and reviewed in this stage, the consultant will develop a draft an Interchange Alternatives Analysis Report scoping document and attend a Scoping Meeting with VDOT and FHWA. The result of this meeting will be an agreement among all parties concerning the specific requirements for the IAA Report submission for I-81 Exit 317. Physical Inventories The consultant will review any available planning studies and document existing conditions including: lane configurations, shoulder widths, identification of bicycle/pedestrian facilities and intersection controls (stop signs, signals, pedestrian crossings, etc.), in the study area. It is anticipated that the proposed interchange concepts will be developed using aerial photography and/or GIS mapping, supplemented with any recent aerial survey mapping available from VDOT. The consultant will coordinate with VDOT, the WinFred MPO, City of Winchester and Frederick County to obtain the most recent mapping/data available.
