Specifications include, but are not limited to:Pursuant to the State Purchasing Act (Official Code of Georgia Annotated 50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who will provide New Hire Data Handling to the Division of Child Support Services (hereinafter, the State Entity) as further described in this eRFP.The objective of this procurement is to obtain the services of a qualified firm (required under Official Code of Georgia Annotated O.C.G.A. 19-11-9.2, 18-4-20, 19-6-30, 19-11-150) who will provide the Employer New Hire Reporting Program that includes: Project Planning and Implementation, Data Collection/Entry/Verification, Data Security, Reporting and, Employer Relations.Scope of ProcurementSince July 1, 1993, employers in the State of Georgia having seven (7) or more employees have been required to report the hiring of any person residing or working in the State to whom the employer anticipates paying wages. As of July 1, 1997, all employers doing business in the State of Georgia are required under O.C.G.A. 19-11-9.2 to report the hiring of any person who resides or works in the State. Under Section 3401 (d) of the Internal Revenue Code of 1986, an individual whose wages are subject to federal withholding is considered an employee for new hire reporting purposes.Employers are required to submit W-4 data to the successful Offeror for processing. Multi-state employers may choose to report in one state of their choosing. New hire and rehire W-4 data is captured and stored in a database, a copy of which is provided to DCSS, DOL, and DFCS per existing agreements. DCSS compares the W-4 data against the Child Support Non-Custodial Parent database. All matches or "hits" are reported to the IV-D agency for locate and enforcement action
