Specifications include, but are not limited to:1)Design a survey instrument to collect data elements for the purpose of estimating the pharmacy costs related to dispensing prescription medications and providing other services to Medicaid recipients in the six New England States, as described in this RFR. The CODS must include clear and detailed instructions directed to the Enrolled Pharmacies. The Contractor shall confer with NESCSO during the survey customization period. The Contractor must receive approval of the instrument and survey materials from NESCSO, prior to distribution to the Enrolled Pharmacies. Stakeholder involvement is crucial to the success of the CODS. The Contractor shall meet with relevant stakeholders, including pharmacists and pharmacy professional associations, during this process, to solicit comments regarding the CODSs content and design, and gain support for the CODS. These meetings may include web-based or face-to-face meetings. 2)Disseminate and implement the CODS to Enrolled Pharmacies, and collect responses. The Contractor shall employ a mechanism to maintain survey information confidentially, and to ensure, validate, and document timely receipt of the survey instrument by each Enrolled Pharmacy. The Contractor shall conduct and document reminder phone calls with all non-responsive Enrolled Pharmacies at a designated point during the survey period. The Contractor shall send reminder notices, in writing via email or hard-copy letters, to all non-responsive Enrolled Pharmacies on or before the due date indicated in the survey instructions. The Contractor shall provide NESCSO with weekly status updates that include a list of responsive versus non-responsive Enrolled Pharmacies. 3)Compile the CODS data into a database, which has been reviewed and approved by NESCSO, for analysis. 4)Validate the CODS through a sound, documented statistical validation process, which includes comparing a random sample of Enrolled Pharmacies supporting documentation (e.g. tax records, blueprints, etc.) to the submitted surveys.
