Specifications include, but are not limited to:This CM selection is to construct a new care center located in Eastern Virginia which will provide the same services as the existing, similiar facilities in Roanoke and Richmond. The new center will have a minimum of 120 beds with the ability to expand.The Department of Veterans Services (DVS) is charged with care and housing for Virginia veterans that may be disabled and/or have other health-related issues that require skilled nursing and/or long term care services, including Alzheimers/dementia care. DVS desires to construct two veterans care centers in the Commonwealth (one under this solicitation, one under another solicitation), each having service and facility capabilities similar to its two existing veterans care centers in Roanoke and Richmond.DVSs current Richmond and Roanoke facilities provide full-time residences for assisted living, skilled nursing, and memory loss care. Resident rooms are intended to resemble a home setting versus a hospital setting and are generally set up with hospital beds, televisions, wardrobes and dressers, and are personalized by them and their families. Each room has a personal bath and shower for the resident.The care centers provide a full set of services for the veterans, including dining, physical activity and physical therapy, entertainment and social events. There is storage for their personal items in a common storage area. The care centers also have common areas with microwaves and refrigerators for individual use, and areas for games, television and social congregation. As part of creating the environment for the veterans to live in, consideration has been given to providing them plenty of activity items. There are outdoor areas for the veterans to use and gardening areas. The use of outdoor spaces is very important in these facilities.The current Richmond and Roanoke care centers have on-site pharmacies and have nurses stations that are on duty 24/7 to provide oversight of the residents. The care centers require ambulance services for transporting patients and use local 911 response services for emergency cases.The construction budget for the Eastern Virginia Care Center, inclusive of all site work development and new construction of the facility is $35,000,000.00.Construction shall begin no later than October 1, 2017 with final completion no later than October 1, 2019
