Specifications include, but are not limited to:The multi-faceted mission of the New Hampshire Department of Safety (DOS) encompassesprotection of the lives and safety and preservation of the quality of life of New Hampshirecitizens and visitors to the State on the highways, on the waterways, and in homes andbusinesses. DOS enforces motor vehicle and highway safety laws, criminal laws, commercialvehicle regulations, fire safety, building and equipment safety laws and regulations, and boatingsafety laws and rules. DOS also provides enhanced 911 emergency communications statewide,and is responsible for homeland security and emergency management activities.This mission is carried out in partnership with other State agencies, elected and appointedmunicipal officials, and other organizations and individuals that are awarded contracts by theDOS.The purpose of this Request for Proposals (RFP) is to procure the services of an experiencedorganization to design, conduct and evaluate a Statewide, multi-disciplinary, all-hazards trainingneeds assessment which will provide the DOS with a comprehensive view of the training needsof local first responder agencies and organizations. This contractor will design, oversee, andconduct this assessment to culminate in an analysis of the training needs of local first respondersas they relate to the 31 FEMA Core Capabilities as identified by the National Preparedness Goal.The contract period will begin on the date of approval by the Governor and Executive Council,estimated to be February 17, 2016, and to end no later than August 31, 2016. (See below,Section VI, Procurement Timetable). This RFP is 100% Federally funded by the 2014 Stateportion of the HSGP grant. The winning respondent will be required understand and sign thestandard Federal terms and conditions as well as the State of New Hampshire standard contract.Documents are attached here for reference in advance.
