Specifications include, but are not limited to:The Housing Choice Voucher Program (HCV) is required by Housing and Urban Development (HUD) to conduct rent reasonableness testing on all rental property units before approving the initial move-in and when there are reported contract rent changes. A minimum of three comparable units must be identified before a unit can be approved for the requested rent. This must be done by MSHDA Project Based Voucher (PBV) staff when a new deal is being developed and whenever an existing development requests a contract rent increase. MSHDA forms this project to identify a solution, then select and procure rent reasonableness software for the Authority. A cost-effective software solution for obtaining rent reasonableness data will increase efficiency, decrease per unit costs, and resolve potential non-compliance audit findings. In addition, other MSHDA divisions will receive the benefit of having direct access to comparable data throughout Michigan.
