Specifications include, but are not limited to: BackgroundA large, widespread hazard event in South Carolina may require a large-scale evacuation of citizens. Although state and local governments have plans to assist the population, there are a finite number of assets readily available to assist in the case of a major mass evacuation operation. The State of South Carolina will augment government assets with contractor supplied motor coach support. Although it is anticipated that the primary need will involve hurricane evacuation assistance from the coastal areas, this contract will also involve evacuations for other disasters in other locations of the state.3.2 Mobilization, Activation, and Response TimesContractors must be prepared to mobilize within 24-hour notice of the State activating this contract. Evacuation assistance may last several days, with the potential for no-notice recall of motor coach assets. The contractor shall commence work immediately upon receiving activation notification, and complete all work within the prescribed time. Contracts awarded under this solicitation will be activated only upon notification from the South Carolina Emergency Management Division (SCEMD). Notification to mobilize will be issued only to support emergency operations or authorized emergency exercises. This contract is not mandatory for use by state agencies.Due to the unpredictable nature of emergencies, contractors may be asked to mobilize before a purchase order can be issued. Contractor shall be prepared to mobilize on verbal authorization from an approved State employee.Upon receipt of an activation order (verbal or in form of a purchase order), the contractor will provide motor coach transportation services and furnish the number of required motor coaches to meet the projected demand within the time constraints given in the activation order. All motor coach resources will be considered for effective mass evacuation operations.Upon arrival at the pick-up point, the dispatcher will provide instructions to the contractor on the boarding of evacuees and the departure destination. The manifest and its provision to the evacuation management liaison is the responsibility of the motor coach contractor. After disembarking all evacuees at the designated drop off point, the contractor shall assure motor coaches are cleaned and re-equipped before embarking to the staging area or another location designated by the State Emergency Operations Center (SEOC) or evacuation management liaison. Vehicle inspection and maintenance is the responsibility of the contractor.3.3 Motor Coach RequirementsAt a minimum, motor coaches shall be capable of transporting 45 adult passengers with on board sanitary facilities and luggage compartments. Higher capacity motor coaches (50 passengers and more) are generally preferred. Motor coach providers with ADA compliant coaches will make those coaches available for the transport of non-ambulatory evacuees (para-transit).Motor coach contractors will permit each passenger to travel with personal medical equipment, to include oxygen. The motor coach companies are not responsible for providing any medical supplies. In addition, the following specific requirements will apply:3.3.1 All motor coaches deployed for use in response to the emergency evacuation operation shall be roadworthy,safe, and compliant with all applicable DOT requirements and specifically, be FMCSA compliant.
