The Rural TransitAssistance Program is funded by the Federal Transit Administration (FTA) under Section 5311(b). The purpose dedicated toprovide training and technical assistance to rural public transit programs funded through FTA Section 5311 Formula Grantsfor Rural Areas, Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program and Section 5311(c)Public Transportation on Indian Reservations.Project PurposeThe purpose of this contract is for the design and implementation of training to meet the needs of the target audiences listedbelow. In recent years, MnDOTs Office of Transit has overseen all the RTAP training programs to subrecipients of Section5311 and 5310 funds. To maximize training opportunities and events, the program strives to consistently educate and train allof MnDOTs systems to the same standards.This contract requires multiple types of instructional platforms directed to participants who have varying roles withinpassenger transportation programs. Responders are encouraged to form partnerships with other organizations who possessspecific subject matter expertise or who are experts in a particular method of delivery. Responders are asked to make everyeffort to partner with minority or women-owned businesses.Project DescriptionThe 2016-2017 Education Program will cover a span of two years. There are various audiences for whom the training isdesigned and delivered.Transit Managers this includes general managers and operations managers of rural public transit systems who areresponsible for overall program management and adherence to federal, state and local regulations.Program Managers this includes managers and coordinators of transportation services operated to enhance the mobility ofelderly people and people with disabilities. Some of these program managers are overseeing large fleets that are adjuncts today training and habilitation programs. Others supervise a few program staff who drive buses part time.Dispatchers and Call Takers this includes staff at rural public transit programs who are responsible for scheduling anddispatching transit trips to members of the general public.
