Specifications include, but are not limited to:The SEAs comprehensive State plan for service delivery is the basis for the use of all MEP funds in the State. The comprehensive State Service Delivery Plan helps the SEA develop and articulate a clear vision of: 1. The needs of Migrant children on a statewide basis 2. The MEPs measurable outcomes and how they help achieve the States performance targets 3. The services the MEP will provide on a statewide basis 4. How to evaluate whether and to what degree the program is effective It is particularly important for the State to exercise leadership in the design of the program because the MEP, unlike the Title I Part A program, is administered and operated by the State. Therefore, the SEA plays a significant role in establishing the overall direction of the MEP. The SEAs comprehensive State Service Delivery Plan is the primary tool for designing and communicating the direction of the program. Section 1306(a)(1) of the statute requires the SEA and its local operating agencies to identify and address the special educational needs of Migrant children in accordance with a comprehensive plan that: Is integrated with other Federal programs, particularly those authorized by the ESEA
