Specifications include, but are not limited to:The State seeks to award one or more Blanket Purchase Orders from this ITB. ISHS has some ongoing and some periodical projects. Microfilming and digitizing services will be requested by ISHS as needed. No minimum or maximum volume is guaranteed or implied.5.2 Project Categories5.2.1 National Digital Newspaper ProjectContractor must produce second-generation Silver negative film master negatives owned by ISARC. The negatives generated must meet the stringent standards of the Library of Congress' National Digital Newspaper Project (see Exhibit A). 5.2.2 Idaho 21st-Century NewspapersThere are two processes for servicing this project, depending on the available format of the newspapers. Hard Copy NewspapersISARC will photograph hard copy newspapers. Contractor must first develop camera negatives created by ISARC (Phase 1). The developed negatives must be returned to ISARC for splicing by ISARC staff. The spliced negatives will be returned to the Vendor for creation of master Silver negative film and three (3) to six (6) Diazzo or Silver positive duplicates of the same, as specified by ISARC (Phase 2). The microfilm negatives and positives must meet the standards stated in Section 5.3 and Exhibit A.Note: ISARC reserves the right to request that Contractor photograph newspapers at additional cost; however, ISARC does not anticipate requiring this service. Digital Format NewspapersSome publishers make digital copies (pdf or other) of their newspapers available for the Contractor through a file transfer protocol (FTP) site provided by the Contractor. Currently, ten (10) newspapers are available through an FTP site. The Contractor must create master Silver microfilm negatives and three (3) to six (6) Diazzo or Silver positive duplicates of the digital file. The microfilm negatives and positives created from pdf or other electronic images must meet the standards stated in the present document. (See Section 5.3 and Exhibit A).
