California's diverse geographical composition offers many scenic routes to explore with over 1,100miles of coastal shoreline, a myriad of miles of twisting canyon, alpine mountain roads, and a multitudeof alluring cities and towns, which are especially enticing for motorcyclists. Along with the diversescenery, California's fair weather provides riders with a pleasurable riding environment throughout theyear.B. These scenic roadways regularly attract motorcyclists, particularly on weekends and during holidayperiods from spring through fall. Many riders are drawn to various locations on an annual basis inconjunction with planned motorcycle rides or events. Given these conditions, a disproportionatenumber of motorcycle-involved collisions occur.C. Safety, education, and enforcement are vital to reducing motorcycle injuries and the mileage death rate.Counter measures used by CHP have included routine patrol, aggressive enforcement strategies,public awareness programs, and active support of motorcycle laws. Although the combination of thesetypes of operations are clearly instrumental in keeping our roadways safe, California still experiences asignificant number of collisions involving motorcycles and motorcyclists.D. Overall statistics show the CHP statewide efforts have made a positive difference in the number ofmotorcycle-involved collisions. However, the increase in the number of victims killed and injured inmotorcycle-involved collisions between FFYs 2011 and 2013 indicates more work and education areneeded to improve motorcycle safety in the state. Therefore, continued focus on motorcycleenforcement and education is imperative as more Californians choose motorcycles as their vehicle ofchoice for commuting, weekend getaways, and entertainment.E. The HAGR II media campaign focusses educational efforts on issues such as lane splitting, use of legalhelmets, riding under the influence, safety training, noise compliance, and proper licensing.F. This program targets periods of traditionally heavy motorcyclist activity to reach the highest number ofpeople with the sharing the road message. DETAILED DESCRIPTION OF WORK TO BE PERFORMEDA. Contractor will perform majority of the work at its own facility. The Contractor will be required to attendperiodic meetings at CHPs Headquarters in Sacramento. The CHP will provide and arrange formeeting spaces within its facility for all required meetings with the Contractor.B. In compliance with the National Highway Traffic Safety Administration (NHTSA) guidelines, selectedContractor will provide to the CHP any Office of Traffic Safety (OTS) required information on date ofbuy/airing, dollar amount, type of media, media reach (target group demographics), type of message,and size of audience reached. The information will be forwarded to OTS within 15 business days ofwhen it becomes available
