Specifications include, but are not limited to: Expected Products & DeliverablesA.Program Development, Marketing and Outreach - up to total maximum of $16,655.001.Base MFEP maximum $5,000.00a.Continued and renewed development of statewide infrastructure relationships for promoting industry, state, federal, and private investment for on-farm energy conservation and renewable energy; include at a minimum all state investor-owned and municipal electric and natural gas utilities, state agencies, USDA agencies, MassCEC, and financial institutions;b.Continued development and implementation of a streamlined approach for farmers to access technical & financial assistance related to farm energy; continue to utilize and improve as needed on-line MFEP application process; c.Create energy related workshops for educating farms on technologies, other programs or anything related to encouraging farms to participate in energy efforts for their operation; at least one every 3 months;d.Collaborate with or attend through presentation non-MFEP conferences or workshops to further the MFEP efforts; at least one every 6 months;e.Provide printed and electronic marketing materials to promote farm energy conservation, efficiency, and renewable energy.2. EA/REDA maximum $11,655.00 of which $6,003.00 is USDA reimbursable and $5,652.00 is MDAR grant match. a.Work defined in Appendix A USDA EA/REDA Grant Application for a USDA Assisted Energy Audit Program (UAEAP)B.Consultation Services - up to maximum of $63,211.001.Base MFEP maximum $14,014.00 and shall include the following: a.Provide one-on-one telecom, email or site visits with individual farms to provide upfront guidance and technical assistance toward better understanding of energy conservation, energy efficiency or renewable energy options available for their operation.b.Provide a resource pool of professional energy consultants toward performing energy audits and technical assessments for farms, including services for new construction.c.Provide cost-sharing, contractual energy audit and technical assessment services between MFEP and farming operations utilizing the pool of professional resources in B.1.b. above.d.Provide energy audit and technical assessment review services with farms to assist in the selection of energy projects to implement, including identification of potential financial resources, program rebates and leverage of other financial assistance such as USDA-Rural Energy for America Program, USDA EQIP, MassCEC, MassSave, MDAR and other energy related programs, resulting in at least 50% of any cost-effective recommended energy measures being implemented.e.Provide MFEP Program goal of reducing CO2 equivalent emissions by 500 metric tons annually through program implementation.f.Utilize portions of this funding to support additional needs for scoping audits and energy audits for the EA/REDA Grant defined in Appendix A.
