The CEOs mission is to improve the effective use of all of Colorado's energy resources and the efficient consumption of energy in all economic sectors, through providing technical guidance, financial support, policy advocacy and public communications.The Colorado Energy Office (CEO) desires to conduct a research report on energy use in the marijuana grow industry. The purpose of the report is to understand where the industry is developing in Colorado, how energy (and water use) by the industry is impacting our grid (and water supplies), what is feasible and available to the industry in terms of operational and technological efficiencies and funding, and to create a baseline for this industry with accurate data. The Awarded Offeror shall work with growers, of varying operational types (outdoor, indoor, and combination) in the state to track interval load data to create a baseline for the industry. The Awarded Offeror shall create a tool that shall be dispersed to growers to help them understand how changes in their operations and technology can affect their bottom line. This report is meant to function as a means for getting accurate industry information into the market.The marijuana grow industry in Colorado is one of the most rapidly growing and energy intensive industries in the state. By also being uncharted territory for most of the country, this industry presents a unique opportunity for Colorado to have national impact on how this industrys energy use can be reduced. Due to the originally secretive nature of these operations, there is are massive amounts of energy waste, poor utilization of economies of scale, and minimal accurate data and research that has been made available to the public. This has left the market starved for sufficient indicators and best practices. Stakeholders for this report include utilities, growers, and the state. Being a rapidly growing source of electricity sales growth for utilities, understanding how the industry is currently operating and how it may operate in the future will better inform utilities on how to better serve these customers. For the CEO, having a better understanding of how this industry functions, its impacts, and how that is expected to change will inform how to best create policy to shape this industrys growing load demand.This research report will provide a better understanding to growers, utilities, and the state of how impactful marijuana operations are on the energy and water supplies and what is available to the industry in terms of less consumptive options. The report should provide answers to the following research questions:What is the size of Colorados marijuana industry? (annual production, number of permitted grow facilities, etc)A methodology for assessing the size of gray market marijuana activityWhere are grow facilities located throughout the state?
