Specifications include, but are not limited to:The purpose of this bid proposal is to acquire services of a vendor to:1. Develop an interactive web portal that will allow local Infants and Toddlers Programs toenter and track Suitable Qualifications information, including demographics, contacthours, and in-service/pre-service activities.2. Develop a system that is easy to manage and expand independent of a vendor afterimplementation. Specifically, the system should include the following tools:o Drag-and-drop form building tools Drag-and-drop report building toolso HTML-rich, fully editable dashboards, with ability to embed the following:automatic alerts, tasks and actions triggered off of data stored in the system,scheduled bulletins, and real-time reports capable of drawing on any data pointsstored within the system3. Develop a universal workflow with log-in credentials for 26 local programs and theMSDE. The systems permission architecture must support a variety of access levels,fully configurable by MSDE Administrators without intervention by the vendor.Dashboards and welcome screens4. Migrate current data (4,000 records) from FileMaker pro. System must contain robust,intuitive import tools ready out-of-box, for initial data import and ongoing batch uploadvia CSV. System must also be equipped with automated import tools, to allow forautomated CSV import at required intervals.5. Develop a system that allows users to generate real-time reports on the number of activestaff in each jurisdiction, the number of staff considered suitably qualified in eachjurisdiction, and the number of contact hours per provider and across the state.6. Create Dashboard Summaries that will assist ongoing decision-making. These shouldcontain active hyperlinks to any data point or area of the database referenced within thesummary.7. Develop a system that allows the MSDE to create reports independent of a vendor afterimplementation. MSDE staff must be able to generate ad hoc reports on any data pointsacross the system, with drag-and-drop tools and ability for staff end-users to apply userspecificfilters. All data points must be searchable, with staff users being able to save andpreserve unique search settings. Reports should include a variety of graphs/charts and theoption to incorporate Google map data to plot8. Develop a system with automatic alerts (email triggers) when new applications areuploaded to the system.
