Specifications include, but are not limited to: PURPOSE OF THIS REQUEST FOR PROPOSALThe Santa Fe County Community Services Department is seeking maintenance services for theirPojoaque Recreation Complex to include but not limited to maintenance of a natural grass softballfield and artificial turf maintenance in compliance with the Synthetic Turf Council (STC)guidelines.B. PROJECT DESCRIPTIONSanta Fe County recently acquired the baseball fields in Pojoaque, New Mexico. The County ismaking several renovations including artificial turf for soccer fields, and renovations of thebaseball and softball fields which will be known as the Pojoaque Recreation Complex. TheCounty is looking for a Contractor who can perform maintenance of the Complex. TheContractor will be responsible for all equipment needed to fulfill the duties as outlined in theScope of Work, and will also need to provide storage space at a location determined by Santa FeCounty.C. SCOPE OF WORKThe Contractor shall:1. Provide Artificial Turf Maintenance in compliance with the Synthetic Turf Council(STC) Guidelines including but not limited to:a. Routine Maintenance (semi-annual to annual)b. Field Rejuvenation (as needed maintenance)c. Special Circumstances (as needed maintenance)2. Maintain the parking area to a condition equivalent to Level 3 on the PavementSurface Evaluation and Rating System for unimproved roads promulgated by theTransportation Information Center at the University of Wisconsin-Madison.3. Maintain ball fields (Non- Artificial Turf) including but not limited to:a. Mowing Contractor will mow all turf areas at the addresses given above,once a week from March 1 through October 31. The rest of the yearContractor will mow at least once every two weeks, and more often ifneeded to keep the grass from growing more than 1-1/2 inches above themowing height. Mowing height shall be no less than 2.5 inches and nohigher than 3.0 inches, as measured to the mower blade from a flat, pavedsurface. Clippings can be left on the turf as long as no readily visibleclumps remain on the grass surface after mowing. Otherwise, clippingsmust be collected and disposed of by Contractor.b. Edging and Trimming All the edges (along sidewalks, driveways, fences)shall be edged once every two weeks from March 1 through October 31 RFP# 2016-0298-CSD/KE6and at least once a month the rest of the year. Turf around sprinkler headsshall be trimmed so that grass does not interfere with or intercept theirrigation stream once every two weeks from March 1 through October 31and at least once a month the rest of the year. Edging shall occur at thesame time as mowing so as to ensure a consistent grass height andpresentation.c. Fertilizing Three pounds of NPK per 1000 square feet shall be appliedper season over three applications (spring, summer, fall).d. Pest and Rodent Management Contractor will apply a pre-emergenceherbicide in early spring to control annual weed problems. Weeds shall becontrolled so as to create a presentable and playable field. Contractor willalso scout during the late spring and summer for signs of disease and insectproblems and will apply appropriate materials to prevent turf damageresulting in more than 10 percent turf loss. Rodent holes shall beeliminated so as to maintain a safe and playable field.e. Irrigation System Inspection Contractor shall operate and inspect theirrigation system once a month or as required and report immediately toCounty any damage, malfunctions, or other problems. Contractor shallperform repairs and shall invoice County for any necessary repair parts atactual cost. Contractor shall winterize the irrigation system eachNovember and de-winterize the system each March.f. Aeration Contractor shall aerate twice per year, once in May and once inSeptember.4. Ensure field lights are in working order and light bulbs are not burnt out. Replacelight bulbs within one week of burn out.5. GMAX Testing Perform routine (minimum of quarterly) GMAX testing, orsimilar measurement of hardness acceptable to the County, to ensure player safety.6. Provide Waste Management for the Complex (i.e., weekly emptying of trashcanisters provided by Santa Fe County).7. Provide Maintenance duties associated with the water supply well system asfollows:a. Weekly - check that all gates, doors, and other access points to the wellsystems are locked and secure. Clean trash and debris and removeexcessive vegetation from around well house;b. Monthly check well house and internal piping to ensure that sanitaryconditions are maintained around the well head (remove trash and debris,clean the well house, and address any leaks). Record pump hours meterreadings (if present) and power supply meter readings in operational log.Record produced water meter readings and calculate the water produced RFP# 2016-0298-CSD/KE7for the month. Calculate the gallons produced per kilowatt hour ofelectrical use for the month. Check ratio of air to water in hydro-pneumatictank and add air if necessary;c. Annual check amperage draw for each power feed (leg) to pump whenoperational for consistent period and check the insulation resistance of thepump motor stator winding (megger the stator). Measure and record thestatis water level and pumping level. Measure and record the specific yieldfrom the well (gpm/ft of drawdown). Repair or replace any non-functionalcomponents of the system (e.g., pressure gauges, valves, etc.).d. Bi-Annual water quality testing for nitrate-nitrogen Total Coliformbacteria, total dissolved solids / EC, chloride.8. Alterations Contractor shall make no modifications, improvements, or additions(Construction) to the Premises without the prior written consent of the County,which may be granted or withheld at the Countys sole discretion. All approvedConstruction shall be done at the Contractors sole cost and shall comply with theterms and conditions of all federal, state and local rules, regulations, codes, andlaws (Applicable Laws) that govern such construction.
