Specifications include, but are not limited to:The State of Michigan is interested in adding a primary contractor to supplement DTMB staffs for Bridges maintenance and operations activities. The contractor will report to the DTMB General Manager (GM) or designee. In addition, the contractor will work closely with DHHS personnel on a daily basis to identify and improve Bridges functionality as it relates to business users throughout the state. A Project Control Office (PCO) exists which provides the State with detailed project control and oversight independent of the Maintenance and Operations contractor.The development, support, maintenance and enhancement of the Bridges application is an ongoing activity which is triggered by changes in federal and state regulations, evolving business needs, opportunities for improving business processes, continued software and hardware upgrades, and break fixes. The applications developed and maintained using resources from this contract are vital to DHHSs day-to-day business operations.DTMB and DHHS is looking for a contractor who has proven experience in providing the following services on projects of similar size and scope to this RFP:Application support that is predictable and of a consistently high quality;Application support in the field of web-based, eligibility systems for public assistance programs;Application maintenance and support that is functioning at an appraised Capability Maturity Model Integrated (CMMI) maturity level 3 or higher;Application support and services that is flexible and collaborative in nature in sharing responsibility between Contractor and client;Continuous improvement in service levels to the end-customers;Experience supporting the client with low risk entry into new technologies and/or services;Experience providing well-qualified IT staff in a wide variety of IT classificationsDemonstrated ability to retain staff resources throughout the duration of assignmentsBidders must identify how they have proven experience in providing the services identified above in Article 5.Contractor must have a sufficient resource pool to provide a variety of IT services , from design and architecture services through development, testing, maintanence, and administration of web-based applications.
