To that end, DOER strives to:Ensure deployment of all cost-effective energy efficiency policies and programs;Maximize development of clean energy resources;Create and implement energy strategies to assure reliable supplies and improve the cost of clean energy relative to fossil-fuel based generation;Support Massachusetts' clean energy companies and spur Massachusetts' clean energy employment.DOER is an agency of the Executive Office of Energy and Environmental Affairs (EEA).The Massachusetts Department of Energy Resources is requesting the services of a Contractor that can provide auction services. As part of both the solar carve-out (Solar Carve Out) and solar carve-out II (Solar Carve Out II) of the Renewable Energy Portfolio Standard (RPS) Class I program (per regulation 225 CMR 14.00), DOER has created two auction accounts (Auction Accounts) on the NEPOOL Generation Information System (NEPOOL GIS), one for the Solar Carve-Out and one for the Solar Carve-Out II. Solar Renewable Energy Certificates (SRECs) that have been generated within the auction opt-in term prescribed to projects by DOER at the time of their qualification for the Solar RPS Carve-Out are eligible to be deposited into the Solar Carve-Out Auction Account. Solar Renewable Energy Certificates II (SREC IIs) generated during the (40) calendar quarter eligibility period are eligible to be deposited into the Solar Carve-Out II Auction Account. The Auction Accounts will be open to accept deposits of eligible, unsold SRECs and SREC IIs during the final 31 days of each Compliance Years fourth (4th) quarter trading period (May 16-June 15). In the event that SRECs are deposited into the Auction Account, DOER must hold the Solar Credit Clearinghouse Auction to clear these deposited SRECs. The Auction must be held prior to July 31st of each year that SRECs are deposited into the Auction Account. The DOER has hosted three auctions for the Solar-Carve Out program since year 2011, and did not need to host a Solar Carve-Out II Auction in year 2015. Depending on market dynamics, auctions may be held in future years for either the Solar Carve Out, or Solar Carve-Out II certificates. In some years it may be necessary to conduct both auctions. The selected Contractor shall be equipped and prepared to process two auctions simultaneously.BACKROUND ON AUCTION MECHANICS
