Specifications include, but are not limited to:The successful system will include programing capable of accepting route and account profile data, including premise number, premise address, meter numbers, meter location (if applicable), route and sequence numbers, transmitted from the host computer to the terminal control unit, affecting the loading of route and account profile data to each respective terminal. The successful system will also include the necessary programming capability to extract route reading information from each respective terminal and effect the communication of that data back to the host location.1.2In both cases of down-loading route profile data to the terminals and retrieval of route reading data, adequate validation checks and error detection functions must be provided to assure the transmission and internal data handling integrity and data accuracy.1.3In addition to the handheld devices, the successful Offeror will provide the charging cradles, data communications hardware / software, and the associated meter reading software. Successful Offeror must be able to interface with billing software currently being utilized by Lubbock Power & Light and be able to be modified to operate with any upgrades or billing software changes. Proposal prices will include all transportation, delivery, installation, documentation, equipment, training and installation support costs.1.4Successful Offeror shall have installed a meter reading system similar and capable with the proposed system. Offeror shall make the system available for evaluation by Lubbock Power & Light. Offeror will provide to Lubbock Power & Light a list of users with similar systems that have been operational for greater than one year.1.5Offeror shall provide to Lubbock Power & Light an operational plan prior to the proposal award. The operational plan shall consist of not less than a valid and agreed upon timeframe of complete installation, including any reformatting to be compatible with existing systems and programs. Timeframe should include any interface design or programming that must take place in order for proposed system to be fully operational.1.6Offeror shall provide a complete turn-key meter reading system with an absolute minimum of Lubbock Power & Light programming time.1.7Users, operations, and system program documentation will be provided with the system in accordance with existing standards of Lubbock Power & Light.1.8Offeror will provide a plan for uninterrupted transfer of operations from Lubbock Power & Lights existing meter reading system to the new system. System will be capable of running simultaneously with existing CIS software and any upgrades or new CIS system that may be undergoing installation.1.9Offeror shall provide options and costs for managed service proposal.1.10Offeror shall complete and submit Appendix A with their proposal.System Functions2.1System will be compatible with Lubbock Power & Lights data communication networks and any new items or other related systems that may be installed by Lubbock Power & Light such as AMI/AMR. In the event Lubbock Power & Light changes to AMI/AMR after the installation of the requested system, the Offeror agrees to provide the interface necessary to work with AMI/AMR and including but not limited to a new CIS system.2.2System shall be capable of transferring required data to the server on the same day the meters are read.2.3System shall have the ability to develop in- house custom reports that can be scheduled or run on demand.2.4System will have a disaster plan for catastrophic failure or power outage in order to protect the meter readings.2.5System will be capable of collecting all meter readings from terminals. Timeframe to be provided in proposal.2.6Offeror will specify how many handheld terminals can be hooked into system at one time.2.7System will have a protection system for data lost due to power spikes and burn-outs.2.8Offeror shall specify how data is transmitted to and from the host and the interface.
