Specifications include, but are not limited to:Task 1: Project Management The Consultant will be responsible for and provide project management, cost accounting, and schedule and risk register management in accordance with Seattle Public Utilities (SPU) policies and procedures. Specific project management tasks will likely include the following: Prepare monthly progress reports together with all attachments, if any, and submit to SPU Contract Manager. Comply with the timeframes and documentation requirements under the Contract. Consultant project manager shall provide management and oversight of all their firms in-house project personnel and sub-consultants. This work shall include monitoring budgets, schedule, and personnel assignments. Provide a communications liaison to work with technical team, and attend project team/communications team meetings on an as-needed basis. Share and request information via phone, email and the project database as needed to complete identified tasks in a timely and effective manner. Coordinate with SPU communications staff and technical staff to understand and apply relevant program brands, key messages, and templates into outreach and communications materials. Submit periodic outreach updates and progress reports to the project team as requested. Task 2: Develop Basin-Specific Grassroots Outreach Strategy & Implementation Plan In January 2016, develop a basin-specific outreach strategy and implementation plan. Consultant will work in coordination with SPU Communications lead to review the existing programmatic outreach plan and resources and develop a basin-specific outreach strategy and implementation plan for Grassroots projects (see attached document, City Program Interactions with NDS Partnering and Programmatic Tools to be Developed). The plan should consider and add to existing work to understand project area demographics, further develop the program-level analysis of key stakeholders, recognize other large projects within the basin, identify opportunities for partnering and efficiencies, and identify proposed outreach activities. The plan should consider SPUs engagement of limited-English speaking and traditionally under-represented populations, and comply with the goals of the City of the Seattles Inclusive Outreach and Public Engagement Guide and Race and Social Justice Initiative.
