Specifications include, but are not limited to:Upon request, the Contractor agrees to perform the following services for the City: Removal of Vegetative Materials The Contractor shall be responsible for preparing stacked debris and loading and hauling storm debris (consisting of tree trunks, stumps, branches, and other leafy vegetative material) with sufficient staffing, loading equipment and hauling vehicles to fulfill minimum daily requirements established in Section 7.6 in this RFP. No building materials, soil, rock, and/or other materials shall be allowed with the removal of vegetative materials. See Bid Alternates #1 and #2 for information regarding the loading and hauling of non-vegetative materials. Contractors shall be provided a list or map of locations where debris is to be removed each day. Contractor shall complete the pick-up no later than five (5) calendar days after receipt of location. No hand-loading of trucks will be permitted, unless approved by the Lead Project Manager(s). The Contractor shall provide sufficient signing, flagging, and barricading to ensure the safety of vehicular and pedestrian traffic. Monitors will be assigned to field crews to document adherence to FEMA reimbursable practices and procedures related to load and haul work. The Storm Management Contractor will be responsible for issuing debris removal tickets and the subsequent tracking of debris collections. The work areas will be left clear of debris and clean, as reasonable and practical under the terms and conditions of the project. As a benchmark, no limbs longer than one (1) foot or bigger than one (1) inch in diameter shall be left behind. Unless otherwise directed by the Lead Project Managers, all material removed under this contract shall be taken to the assigned Temporary Debris Disposal Site where they will be inspected and quantified. Unloading at the disposal sites will be directed. The Citys permitted emergency debris sites are listed in Section 4.2, #4 in this RFP. Stumps designated for extraction in excess of twenty-four (24) inches in diameter shall be measured and converted to cubic yards using the Stump Conversion table at: Completely uprooted stumps less than 24 in diameter shall be considered vegetative debris. Completely uprooted stumps equal to or greater than 24 in diameter must be hauled separately but still be billed at regular cubic yard rate for vegetative debris. 4.2 Description of Work 1. Required Work The Work shall include loading and hauling of vegetation from public rights-of-way, parks, greenways, public utility easements and other City maintained/managed properties. Along public utility easements, the work will include removals of fences and other barriers to allow for easement access. The Work will additionally include all necessary and required protective measures and restoration in areas damaged by the Work operations by filling or leveling out ruts, holes, and other hazards, and seeding and planting as required for slope stabilization. Specialized Work on Utility Easements: Utility easements differ greatly from other City properties in that they are narrow corridors of varying lengths with often limited access points and other restrictions making Contractor access and maneuverability problematic. Debris removal work on City utility easements will be complicated by several issues, including access points, width of the easement and topographic features, crossings of waterways (creeks, streams, etc.) and manmade barriers such as fences, walls, and sheds or structures.
