Specifications include, but are not limited to:The County of Volusia is soliciting bids for qualified vendors to supply liquid carbon dioxide (CO2) for the Halifax Plantation membrane softening plant, located at 3990 Old Dixie Highway, Ormond Beach, FL 32174. The plant uses CO2 to adjust the pH of permeate water to aid in the removal of hydrogen sulfide (H2S). The system has a six (6) ton storage capacity with an average design feed rate of 432 pounds per day. 1.1Product Standards A.The CO2 shall contain no substances in quantities capable of producing injurious effects on public health or water quality. The material must be carbon dioxide, beverage grade, 99.9% pure, suitable for use in potable water treatment. All materials purchased and delivered shall be first quality. Any materials not first quality shall be exchanged within twenty-four (24) hours at no additional charge to the County. B.The CO2 shall not contain any impurities in sufficient quantities which may cause a violation of any current, existing Maximum Contaminant Level (MCL) or any newly regulated MCL which may be passed into law during the life of this agreement. Should an MCL violation be determined to be directly attributable to the CO 2 material supplied for use, the Contractor shall immediately take the necessary steps to remove or reduce the contaminant levels of its material to levels satisfactory to the County. The County reserves the right to add or delete specific impurity listings and maximum impurity levels to the existing listing, as is required to meet all U. S. Environmental Protection Agency (USEPA), Safety Drinking Water Act (SDWA) and Florida Department of Environmental Protection (FDEP) water quality standards. The Contractor shall comply with any and all such changes required at no additional cost to the County
