Specifications include, but are not limited to: provide reading materials (books and magazines) geared to the diverse reading levels, interests, and gender, and sexual orientation, socio-economic, cultural, racial and ethnic backgrounds and in the primary languages of detained youth. Appropriate reading material must also be available for youth with disabilities. The reading materials must be current and rotated on a regular basis so that fresh material is provided for detainees who are there for extended periods of time. The reading material shall be made available to detainees to check out during selected times, but minimally once per week per Housing Unit. In addition, reading material shall be provided to detainees housed in the Infirmary. Information regarding how to select books and reference material, how to join and utilize a library shall be included. Reading materials and associated equipment shall be provided by the contractor. To provide other library services such as poetry and author readings, literacy promotion, highlighting books/authors that expose detainees to local, regional, and world issues, GED preparation (to be designed in conjunction with Seattle Public School in Detention) educational and learning events, games, and other activities that are age appropriate, engaging, educational, and fun. These activities will be part of regular programming that detainees choose to attend, or may be open to detainees as part of an incentive-based behavioral management program, or for detainees who need to achieve certain goals. Which detainees attend what services will be determined by Detention staff. Services may be provided regularly or on a rotating basis, but a minimum of 8 distinct services (including 1 GED prep session, depending on need) shall be offered each week during the afternoon and evenings after school, and on weekends. Assume each session shall be approximately 50 minutes.
