Specifications include, but are not limited to:. SCOPE OF WORK The activities that may be conducted under this Services Contract, during different phases of a development project include, but are not limited to: PHASE I Document and Schedule Review: 1. Consultant will coordinate to obtain copies of all contract documents for use in the periodic review process. 2. Consultant will conduct a review of project drawings and specifications for use in the periodic review process. 3. Consultant will obtain a copy of the hard construction cost budget and project budget for use in the monthly review process. PHASE 2 Construction: Consultant will make monthly site review visits to the project to observe the quality of workmanship, substantiation of work in place, the adequacy of balances to complete and the status of construction completion. 1. Review of the construction progress to date to determine that it is in general accordance with the intent of the contract documents. 2. Report on the progress of the construction to date in relation to the Developers proposed construction schedule, noting concerns or issues with sequencing or completion timing. 3. Review periodic applications for payment to confirm they are in accordance with the requirements described in the contract, such as: Confirm the completion of work applied for is consistent with the work which is in place on site.3 Confirm sufficient backup documentation for the Developers Contractors and Sub-Contractors billings and that it is consistent with the Developers pay application. Confirm the correct waivers and unconditional trailing waivers are submitted in accordance with the contract requirements. Confirm the correct sworn statements are submitted in accordance with the contract requirements. Confirm materials and equipment being billed for, including materials being stored on-site or off-site, have the correct documentation in accordance with the contract requirements. Review the current pay application against the previous pay application to confirm the billing is consistent. Prepare and submit formal correspondence to RACM/DCD verifying compliance by Developer and approving application for payment. 4. Review existing and ongoing soils, structural steel, concrete, and other testing results (prepared by others) for compliance with the specification requirements and describe the possible impact of any deficiencies. 5. Inform the RACM or DCD of any outstanding items which need resolution and any effect they may have on the project schedule. 6. Consultant will provide quality, labeled, color photographs within the Construction Report(s) to more explicitly relate to the observations described. PHASE 3 Project Close-out: 1. Punch List Review the design Architects and Engineers punch lists identifying the remaining items necessary for correction and completion of the Contractors work and evaluate whether said lists are complete and correct based on previous monthly observations. 2. Field Reports Confirm that all items highlighted by the Architect and Engineers have been suitably resolved and closed. 3. Confirm that the Certificate of Substantial Completion has been issued. 4. Confirm that the Certificate of Occupancy has been issued. 5. Review and approve the final application. 6. Issue a close-out report summarizing all of the above and provide up to three (3) hard copies and one (1) .pdf copy on a CD Because this is a contract in which the Consultant will perform work on an as-needed basis, there is not a specific scope of work for us to outline in this RFP. Once a need for Lenders/Owners Representative services is recognized, RACM or DCD will define the scope of4 services needed and then the Consultant will prepare a project-specific work plan and cost estimate prior based on the fee structure as outlined in the Consultants Proposal and submit it to the Executive Director-Secretary of the Redevelopment Authority for approval. Upon approval, the scope of services, approved work plan, schedule and cost estimate shall be incorporated into the Contract. The Executive Director-Secretary of the Redevelopment Authority will issue a written Notice to Proceed to the Consultant to commence work on the project. The scope of services, work plan and associated cost estimate of each specific project may be amended as necessary if mutually agreed upon by both parties
