Specifications include, but are not limited to:The Contractor shall:Be available to represent WCDSS during Normal State Business Hours.Be available by telephone, fax, or e-mail during Normal State Business Hours and available to attend ad-hoc meetings. In the event of an ad-hoc meeting, WCDSS will notify the Contractor at least one hour in advance of the meeting.Note: On rare occasions, WCDSS may need assistance with an emergency situation. In this case, the WCDSS Director or designee may contact the Contractor outside of Normal State Business Hours for immediate guidance. The Contractor shall develop a plan for emergency after-hours contact.Prepare for and attend court hearings to represent the interests and recommendations of WCDSS staff in matters of Child Welfare, Child Protective Services, Foster Care, Adoptions, Services to Families with Children, Adult Services, Adult Protective Services and Adult Guardianship cases coming before the Courts for Washington County.Respond timely to all subpoenas received by WCDSS.Work in conjunction with the Washington County Courts to schedule the docket for the WCDSS cases.Discuss the WCDSS recommendations with other attorneys-of-record at least five working days prior to the court hearing.Participate in periodic meetings with the Judges of the Washington County Courts as requested by the judges or the Agency.H. After consultation with the Office of the Attorney General, advise the WCDSS Director or his Designee as to correct interpretations of statutes, Merit System Law, Administrative Regulations and Rulings, etc.I. Attend seminars within the State and other forms of in-service training (one per year) at the Contractors expense, when the subject matter impinges on legal issues that bear upon WCDSS scope, role, mission, function or goals.J. Appear with the WCDSS Director or their Designee before local Boards, Commissions and other quasi-judicial bodies when WCDSS wishes to effect changes in various administrative codes that impact upon program and service delivery.K. Be responsible for the storage of his/her Contract-related records and files during the term of the Contract. At the end of the Contract, the Contractor shall deliver all such records and files to WCDSS.L. Follow Agency and Department policies, as stated in COMAR 07.01.02 regarding the release of information.M. Attend pre-hearing or post-hearing conferences.
