Specifications include, but are not limited to:. Meter Service Provider shall provide for Owner complete services in the field testing of water meters 2 o r g r e a t e r i n s i z e (6-inch max), documentation of all test results, and recommendation of repairs needed to restore meter to accuracy limits defined by the American Water Works Association (C700 Series). Meters will include a variety of manufacturers and makes, and different types of meters including turbine, compound, single jet, positive displacement, and fire line meters. The Meter Service Provider shall designate in writing a person with complete authority to act as the Meter Service Provider's representative with respect to all services to be rendered under this Agreement. Any change in this representative during the terms of this Contract shall be confirmed in writing to the Owner. The Meter Service Provider shall have a minimum of five years of significant experience in the testing a n d r e p a i r o f w a t e r m e t e r s 2 a n d g r e a t e r i n s i z e , i n c l u d i n g t h e p r o d u c t s o f a l l m a j o r m a n u f a c t u r e r s o f water meters sold within the United States. Please provide reference information on the appropriate sheet. The Meter Service Provider shall at all times comply with federal, state, and local safety rules and regulations, as established by the U S Occupational Safety & Health Administration and the N C Department of Labor. When performing services on the property of the Owner, the Meter Service Provider shall also comply with the Owners safety policies. Such policies include the following: (a) Confined Space Entry; and (b) Lock-Out/Tag Out. When compliance with such require a crew of personnel larger than that required by the Meter Service Provider to perform the professional services themselves under this contract, the Owner can provide trained personnel to work with the Meter Service Providers personnel for safety compliance with adequate notice, and provided all responsibilities of each person are acknowledged in an entry permit and adequate training is performed in advance. Field Testing and Documentation The Meter Service Provider shall receive a complete list from the Owner of water meters 2" and greater which are in installations on the Owner's water system, including a priority list from the Owner where problems with accuracy are known by the Owner. The Meter Service Provider shall assist the Owner in developing a priority ranking for the meter testing services. The Owner shall approve the priority ranking before field services are initiated. As the Meter Service Provider visits each meter installation according to the priority list, an initial inspection shall be made to determine if the conditions of the assembly are suitable for accurate testing. A checklist shall be prepared of any systems or materials which need to be added by the Owner to permit testing to be satisfactorily performed. As appropriate, the checklist shall be accompanied by standard sketches or developed sketches in sufficient detail to convey to the Owner the type and accuracy of the work required. Attention should be noted to where bypasses exist or do not exist; testing at any location where testing requires the water service to the customer to be shut4 down shall be arranged by the Owner at a day and time convenient to the customer. The schedule for all work shall be established by the City. Installations which are not suitable for testing may be skipped until the necessary improvements are made by the Owner and rescheduled during a later visit. The Meter Service Provider shall be easily identified at all times by wearing an appropriate uniform and identification on self and vehicles. The Meter Service Provider shall notify the customer prior to (minimum one day by letter) and upon actual testing. The Meter Service Provider shall provide a trained meter technician and all equipment and report forms for large meter testing. The Owner shall be permitted to observe all testing; the owners preference is to provide support personnel who may assist the Meter Service Provider's technician while also observing the testing and repair services. If any meters contain a strainer assembly, the Meter Service Provider shall check and clean the strainer prior to testing. Meter testing shall include a low flow range, a medium flow range, and a high flow range, to the extent permitted by the field conditions available in the meter vault or limitations required by maintaining customer service, and in accordance with AWWA Standards (C700 series) for the type and size of meter. If all ranges are unable to be tested, it shall be noted on the test report along with the reason why such testing could not be completed. The form for reporting all meter tests shall be prepared and approved by the Owner before any testing is initiated. Sample testing forms, final reports and/or summary reports shall be provided at the time of submitting a bid. The form shall provide for the name of the customer account, meter location, meter make, type, and size, meter readings and time at the beginning of each test, beginning and ending readings for the Meter Service Provider's calibrated field meter, flow rate for the test, and accuracy of the tested meter (as a percent) of the calibrated meter recorded flow. The form shall also provide the acceptable range of accuracy for the meter at the flow tested and indicate if the meter achieved or failed the acceptable range. If the meter falls outside the acceptable range (pursuant to AWWA standards), the test shall be repeated to confirm the results and assure that there are not inaccuracies in the testing itself. The report form shall include a future date when the meter is recommended by the Service provider for testing again; if the next recommended test is earlier than recommended by AWWA standards, the Meter Service Provider shall describe the reasons for such recommendation. The results prepared on the test report shall be fully legible and in a form that the Owner may present a copy to the customer upon request. Results of all meter testing shall be submitted weekly to the Owner. A complete list of the meters to be tested is in Appendix A. Additional ServicesUpon request and authorization by the Owner, the Meter Service Provider may assist the Owner in services related to water meter testing and repair beyond the services stated in this agreement. Such services shall be reduced to a written scope under the authorization of the Owner. Additional services may not permit the payment ceilings for this agreement to be exceeded except by amendment to this agreement executed by both parties
