Specifications include, but are not limited to:The City of New Rochelle seeks to engage the services of a professionally accreditedLandscape Architect to prepare design plans for a triangular property located on thesoutheast corner of Burling Lane and North Avenue (the Site). The Site is currentlyowned by New York State Thruway Authority (NYSTA) and is adjacent to the I-95Thruway. The City of New Rochelle holds a NYSTA Occupancy Permit for the Site forthe purpose of designing and constructing an outdoor landscaped park/plaza which is toinclude a pathway to allow for pedestrian and handicapped access through thepark/plaza to the existing pedestrian bridge on the southbound side of I-95 at Mile Post5.76. The bridge, which is also used as a conduit to run utility lines across I-95, hasnever been opened for pedestrian use. Opening the bridge over I-95 will providepedestrian access to the New Rochelle Transit Center. The park/plaza and paintedsidewalk that will be created at the exit of the bridge on Station Plaza North should alsoinclude trees and various flowering shrubs, as well as evergreens to add cover throughthe seasons. To further enhance the pedestrian experience, a public art element shouldbe incorporated at each side of the pedestrian bridge.
