Specifications include, but are not limited to:The purpose of this Invitation for Bid (IFB) is to obtain a qualified contractor to provide operation, maintenance, monitoring and repair services to the County of Loudoun, Virginia (County), Loudoun Landfill Gas Collection and Control System (LFGCCS). The Contractor is responsible for operation and maintenance of the LFGCCS system in continuous compliance with the Stationary Source Permit to Modify and Operate a Municipal Solid Waste Landfill with Gas Collection and Control System, and the Title V Federal Operating Permit, ensuring compliance with all applicable permits, regulation and operations manuals. The Contractor will assume responsibility for the management, maintenance, monitoring and repair of the LFGCCS described in this IFB on July 1, 2016. 5.1 Personnel The Contractor shall provide qualified, trained, and experienced personnel to conduct all work performed under this Contract. The Contractor shall demonstrate a capability and history of responsiveness to clients and other contractors. The Contractor shall be able to arrive at the LCSWMF within four hours of a request for emergency response. Personnel assigned to the Contract must be full time employees of the Contractor. The Contractor shall provide resumes for designated key personnel. No changes to key personnel shall be made without approval from the County. The Contractors Project Manager shall have at least five years of responsible experience in landfill gas system construction, monitoring, maintenance, repair, reporting, and compliance support. The Project Manager shall demonstrate a comprehensive knowledge of applicable Federal, State, and County regulations for municipal solid waste landfills.
