Specifications include, but are not limited to:Provide data collection, data reduction, mapping and report preparation services to the MPO forthe Lake~Sumter MPO Annual Traffic Count Program.Task 1: Traffic Count Data Collection and Data Reduction Collect traffic data/volume counts for up to 472 count locations and 519 total counts, asspecified by the MPO Project Manager. It is anticipated that, of the 472 count stations,approximately 10% of the counts will have to be recounted, through no fault of theConsultant, due to equipment failure or damage, weather, etc. These recounts areincluded in this fee estimate and scope. All traffic data and counts collected will be conducted during a typical/average week,between 12:01 p.m. Monday and 11:59 a.m. Friday in the peak season identified asJanuary through March. Additional make-up or recount data collection will be completedin April. Data collection will not occur on Federal holidays, days immediately prior to orfollowing Federal holidays, or days when public schools are not in session. GPS locations will be provided for all data/volume count collection sites. Locations with ongoing construction or maintenance activities may be omitted if thecount equipment cannot be adequately and safely located to collect accurate data. Provide resulting traffic count data in PDF format to MPO Project Manager, copying theLake County designee and Sumter County designee for review on a weekly basis, oneweek after collected. The MPO, Lake County and Sumter County will review the data.Within one week of receipt from consultant, Lake County and Sumter County willprovide comments to the MPO, who will all compile comments and submit to theConsultant. At the same time, Consultant will review the same count data for adequacy,accuracy and consistency through a rigorous electronic and manual quality controlprogram. If unexplainable inconsistencies are evident in the data, the Consultant willperform the necessary recounts. If the inconsistency is also present in the recount, it willbe presumed to represent existing conditions. Once the raw data is approved by the MPO, the Consultant will manipulate and reducefield data to: calculate the ADT using the FDOT peak season factor; calculate the systemp.m. peak hour and peak hour directional volumes; and update the master data tables.Task 2: Mapping and Summary Report Consultant will update the GIS maps and files for Lake County and Sumter County. The Consultant will be provided with the master tables and GIS files used in the 2015count program to use for the current year count program. The Consultant will update thedata from the counts collected and, where applicable, from the most recent FDOT countinformation. The Consultant will update the Lake County and Sumter County map booksand the traffic count display maps.
