Specifications include, but are not limited to:The purpose of this RFP is to engage a consultant experienced in the area of TIF feasibility studies.The Vendor shall:(1) Provide an overview of how Tax Increment Financing works in Maryland, including the legal aspectsunder State and local law, and shall provide relevant examples of TIFs in Maryland.(2) Identify and describe the current projects proposed for the Kent Narrows, as well as futureopportunities.(3) Identify, describe, and provide costs for all necessary infrastructure improvements. Also identifypotential enhancements to streetscape, roads and/or other infrastructure.(4) Provide options for establishing the boundaries and included properties for the District, includinglimiting the district to the proposed projects, using the existing properties in the Special Taxing District,or including the entire Kent Narrows area.(5) Determine to the extent possible the level of support in the affected business community.(6) Provide options for debt service under different payback scenarios, including detailed debt serviceschedules over the life of the bonds.(7) Provide projected assessable base increase and new tax revenue under different options for thedistrict; specify the mechanism for determination of the incremental value to be included in the TIFDistrict.(8) Provide relevant cash flow information and associated timing regarding the flow of revenues andcosts.(9) Prepare a cost benefit or comparison of costs vs. revenues under different scenarios, including optionsfor use of funds for infrastructure as well as some funds contributed to the General Fund.a. Include other sources of revenue generated from the development in the area including hoteltax revenue.b. Consider the existing Special Taxing District, the tax rate, and possible relationship to the TIFDistrict.c. Consider any potential additional funding sources for the infrastructure.d. Prepare a detailed financial plan for the TIF District under the different options, includingtimetables for implementation of the TIF District, sale of bonds, etc.(10) Provide estimates of additional County government service costs associated with the development,e.g. public works, emergency medical services, etc.
