4 1.4 SCOPE OF WORK BASE BID The selected firm shall complete a comprehensive classification and salary study of all budgeted College positions. As part of this work, the firm shall conduct an internal assessment of the current classification structure, job titles, and grades by reviewing the duties and responsibilities included within each job description. Working with the human resources department, the firm shall also conduct any necessary position description interviews, as well as hold meetings with the members of various classifications and the Presidents staff. The firm shall ensure that positions have been properly classified as exempt or nonexempt under the Fair Labor Standards Act. Positions shall be evaluated for their competitiveness within the general market by comparing relevant higher education employers, including the 15 other Maryland community colleges, and other public and private employers in the local market place. As part of this review, it is expected that the firm will study theCollegespaypoliciesforstar t i n g s a l a r i e s , p r o c e s s f o r r e c l a s s i f i c a t i o n a d j u s t m e n t s , i n c l u d i n g s t i p e n d payments, faculty release and equity adjustments. Additionally, the firm will review and recommend modifications where necessary to the Colleges job analysis point-factor system for staff positions, and t h e C o l l e g e s t e m p o r a r y e m p l o y e e p a y s t r u c t u r e . The firm shall recommend any revisions to current salary structures for budgeted faculty and staff; and provide any ideas for an optimal method to establish pay for temporary positions. The firm shall advise on the competitiveness of College pay within the local market place of Allegany College of Maryland, Cumberland, Maryland, as well as within the Maryland community college system. The firm shall also recommend processes for reclassification requests in the future, with an emphasis on procedures that will provide equity across the campus, and include suggestions for handling reclassifications in the period immediately following any necessary implementation as a result of the study. The firm shall prepare a preliminary report and draft report for review by the Presidents staff. A detailed final report shall be submitted that includes a summary of the results of the external market surveys and recommendations and any modifications for budget positions, including the faculty and staff pay structure and scales, appropriate job titles for each unique budgeted position, position grade levels for each unique budget position, FLSA classification, and the Colleges job classification evaluation tool. A general timetable and sequence of action with identified critical milestones shall also be included, as well as an overview for an implementation strategy addressing aspects such as costs and maintenance of structure. It is anticipated that the selected frim shall present the final report in person to the Presidents staff. The firm may also be asked to present to the Colleges Board of Trustees and the to the College community.5 ADD ALTERNATE BID #1 Thefirmshallcompleteastudytoreviewthec o m p e t i t i v e n e s s o f t h e C o l l e g e s e m p l o y e e b e n e f i t o f f e r i n g s . As part of this work, the firm shall review current benefits and conduct a comprehensive benefits survey by comparing relevant higher education employers, including the 15 other Maryland community colleges, and other public and private employers in the local market place. Working with the human resources department, the benefits review shall include a review of all benefits data and materials. The firm shall make recommendations for adjustments to current benefit offerings. The firm shall prepare a preliminary report and draft report for the Presidents staff. A detailed final report shall be submitted that includes a summary of the results of the survey, recommendations as to benefit offerings based compared to Maryland community colleges and local public and private employers. A general timetable and sequence of action with identified critical milestones shall also be included, as well as an overview for an implementation strategy addressing aspects such as costs and maintenance of proposed recommendations. It is anticipated that the selected firm shall present the final report in person to the Presidents staff. The firm may also be asked to present to the Colleges Board of Trustees and the to the College community. ADD ALTERNATE BID #2 The firm shall complete a workforce planning and staffing analysis to pinpoint key jobs, competencies and profiles for achieving the strategic goals and objectives of the College. The study will ensure that the Colleges staffing levels adequately align with the needs and priorities of the college and services offered to students and the community. As part of this study, the firm shall identify existing key competencies for each job in each department or unit, ascertain departmental or unit efficiencies and gaps, assess the gap between current and desired competencies, and make recommendations as to how to best align the current and future staffing needs of the College. The firm shall prepare a preliminary report and draft report for the Presidents staff. A detailed final report shall be submitted that includes a summary of the results of the staffing analysis with specifications and recommendations for the staffing levels needed for departments or units to a c c o m p l i s h t h e C o l l e g e s s t r a t e g i c r e q u i r e m e n t s
