Specifications include, but are not limited to:In order to reduce the costs involved with administration of the Marion County Jail Commissary, providemore efficiency in dealing with the various kinds of needs of inmates, establish a better tracking system forcommissary funds and goods, establish a better accounting system for goods and services to the inmates ofthe Marion County Jail, this RFP has been initiated.The City of Indianapolis (City) and the Marion County Sheriff's Office (MCSO), 40 S. Alabama, Indianapolis,IN are seeking proposals for establishing an integrated system of ordering, tracking, and delivery of thecommissary needs for the jail population. The MCSO is open to all proposals from vendors regarding anydelivery method providing the vendor proposal contains efficient commissary features with minimal use ofmanpower. Vendor should be aware that MCSO would like minimal disturbance of facilities andinfrastructure once the system is operable.The proposed Commissary System should be capable of providing a variety of standard (jail appropriate)commissary items. Such system would preferably be electronic (computerized) in nature, have a completeaccounting system for both goods and finances, and operate compatibly with the currentMCSO jail management system called OMS. OMS is used to track information associated with a particularinmates custody stay such as biographical information, charges, property, funds, and various events theinmate is involved in i.e. shower, visitation, recreation, etc. OMS is also used to track various informationrelative to each of the facilities the Marion County Sheriff is responsible for such as maintenance activitiesand daily occurrences not related to a specific inmate. OMS is a Java EE application. Preferred method ofcommunication for inbound data to OMS is via a built-in web service API (SOAP). Outbound inmate data
