Specifications include, but are not limited to:The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to establish acontractual services agreement for the invasive plant control of Chinese Tallow (Sapium serbiferum) on up to285 acres within the Four Creeks State Forest (FCSF), Callahan, Florida (APPENDIX I). This project isdesigned to enhance habitat and benefit native plants and animals. The contractor shall provide all labor, materials, chemicals, tools, transportation and supervision to perform thetreatment.The contractor shall perform invasive species control, targeting Chinese tallow, on designatedtreatment areas totaling 285 acres. The treatment area is comprised of a larger area (253 acres) and asmaller area (32 acres), both requiring ground herbicide applications. The invasive species treatment areawill be delineated by boundary service roads and ESRI Shapefiles from global positioning system (GPS)survey maps. Site specific treatment areas shall be established during initial project meeting with the FFSproject manager. The locations of high density invasive plant growth areas will be identified on aerial imagesite maps provided to the contractor prior to the start of the invasive control on the project areas. GIS (ESRIshapefiles) will be provided at the request of the contractor.The invasive plant treatment areas will be recorded daily to monitor progress using a GPS and/or site mapsand updated weekly. An accurate bi-weekly progress report documenting estimated treatment areas, as wellas a GPS tracklog of the progress, must be provided to the FFS project manager by email. The contractor willbe responsible for tracking project progress on the designated treatment areas and loading any FFS providedspatial data into field personnel GPS units.The contractor shall supply all transportation, labor, equipment, chemicals, tools, supervision and personalprotective equipment (PPE) required for their staff to complete the task successfully and provide theapplication services in accordance with the specifications listed herein. Contractor employees shall use allappropriate safety gear while engaged in spraying operations and follow all label directions for herbicides. Allequipment used must be approved by the FFS project manager or other designated FFS official. Equipmentwill be decontaminated and free of invasive plant material prior to moving onto a new site.Treatment will occur on 100% of the mapped treatment locations and 100% of mapped treatment areasdelineated on project map. Four to eight weeks after treatment, a site inspection will be conducted by the FFSproject manager of the designated treatment area to ensure 100% treatment coverage has been achieved, andthat the effects of the herbicide are visible. Any areas not showing signs of or responding to treatment shallbe retreated at the contractor's expense. The FFS project manager will inspect the site again in the spring of2018 to ensure 95% kill has been achieved (this is due to the timing of the treatment and the life history ofChinese tallow). A treatment result of least a 95% kill rate for the target plant(s) is required. Areas not treated, or not responding to treatment as determined by the project manager, may be required to be retreatedat the contractors expense if it is determined that the contractor provided faulty treatment measures, asevidenced by lack of dye on target vegetation. The contractor shall search for missed vegetation, resprouting,ineffective treatments and re-treat accordingly.
