Specifications include, but are not limited to:The services defined herein will be required on an as-needed basis. There is no guaranteed minimum usage. Contractor shall provide interpreting services as follows: 1)Provide short-duration (i.e. 2 minutes up to 15 minutes) spoken foreign language court interpretation services in the consecutive mode delivered via telephone to magistrates offices, state courts, clerks offices, child custody mediation offices, family court offices, and district attorney and public defender offices in the State of North Carolina. Magistrates offices receive criminal complaints 24 hours a day from citizens and law enforcement agencies alike, as well as process defendants arrested on warrants. The need for an interpreter is unpredictable and often occurs during non-business hours and on weekends. Magistrates must have immediate access to an interpreter who can handle the processing of LEP (Limited English Proficiency) defendants 24 hours a day. The magistrates use of the telephone interpreting service may very well go over the 10 minute duration expectation, but is anticipated telephone interpreting will be more time and cost efficient than locating a live interpreter in the middle of the night willing and able to timely report to provide the necessary interpreting service. For district court use, the hearings will most often be for first appearances in cases where a live interpreter for a LOTS (Languages Other Than Spanish) language was not known in time to access a live interpreter, or for notification of continuances to the LEP parties. The use by district attorneys and public defenders will be for brief interactions regarding court dates or to schedule appointments, but may also be for extended counsel-client meetings regarding case preparation if a live interpreter is not requested. The use by public defenders will depend upon IDS guidelines on efficiently using the service. Interpretation services must be available 365 days a year, 24 hours a day, seven days a week, including holidays.
