Specifications include, but are not limited to:The DHS Quality Management System, including the internal quality service and external review activities, directed jointly by the Bureau of Childrens Support (BCS) and the Bureau of Managed Care (BMC), is designed with the capacity to identify both individual and systems level findings and to actively work with local agencies to remediate problems and improve service delivery systems. The overall approach to service provision is based on the principles of integration, self-determination, and consumer choice. Key discovery methods include participant surveys, individualized face-to-face reviews of participants, Individual Service Plan reviews, ongoing contact with local agencies and other methods. In addition, to support the objectives of the Bureau of Prevention, Treatment and Recovery (BPTR) within DHS, the selected vendor(s) will perform annual monitoring reviews and ongoing quality assurance activities to assure that the CRS state plan option provides quality, non-duplicative, person-centered, recovery-focused services to participants while ensuring their mental health and safety needs are addressed. One goal of quality improvement activity is that the CRS federally funded services are provided to eligible persons by qualified individuals or providers who meet the specific standards in areas of training, safety, quality and certification or licensure as addressed in the CRS Medicaid State Plan Amendment application. Further, CRS quality improvement/assurance practices will ensure effective management and technical compliance, while at the same time providing consultation and technical support to BPTR. To support the Quality Management System and the CRS program for DHS, the selected vendor(s) will need to: 1.Discover and assess individual and systems level quality trends and issues. 2.Evaluate and approve or recommend approval of individual participants service plans and ongoing care management services. 3.Provide on-site quality monitoring of local agencies providing services. 4.Provide technical assistance to local agencies. 5.Collect and analyze quality-related data, and report all findings to BCS, BMC or BPTR as appropriate. 6.Provide quality-related contract support activities within the DHS central office.
