Specifications include, but are not limited to:Background - The City of Cedar Rapids is seeking Proposals from qualified Contractors for Integration Services forthe Supervisory Control and Data Acquisition (SCADA) System and Programmable Logic Controllers (PLC) for theUtilities Department. The City Utilities Department has two areas which will be covered under the contract:4.1.1 Water Division, 1111 Shaver Road NE4.1.2 Water Pollution Control Facility, 7525 Bertram Road SE4.2 Scope of Services4.2.1 Contractor shall provide technical troubleshooting and support services for the SCADA process usedwithin the Water Division and Water Pollution Control Facility.4.2.2 Investigate and document existing control circuits for which no documentation or outdated documentsexist. Integrator must have the ability to provide documents in .pdf and Visio formats.4.2.3 Troubleshoot existing control circuits to help identify root problems affecting the systems beingcontrolled.4.2.4 Troubleshoot and correct all issues with control power voltage, including 12V DC, 24V DC, 48V DC, 125VDC and 120V AC. This includes replacing failed power supplies or uninterruptable power systems,replacing shorted control power wiring or replacing failed control power transformers.4.2.5 Replace and rewire failed PLC components, including PLC power supplies, CPUs, digital or analog inputcards, digital or analog output cards and any other cards present to allow the PLCs to function asintended. This covers all PLCs used by the City, whether they are Modicon, Allen Bradley, Siemens orother brands.4.2.6 Provide PLC programming support. This includes altering existing PLC programs, writing new PLCprograms and troubleshooting existing PLC programs. Contractor must be proficient in writing PLCprograms for Modicon, Allen Bradley and Siemens PLCs at a minimum. Contractor shall document allPLC programming performed for the City and must provide copies of the programs written. PLCprogramming must have sufficient comments to allow plant instrumentation staff and third partyengineers to follow the logic of the written program.
