Specifications include, but are not limited to:Contractor shall be the sole supplier of the health services delivery system for the Berkeley County Jail. Contractor shall be responsible for providing all necessary medical care and care mandated under federal case law for all inmates in the custody of the Detention Center. The term "medical care" includes, without limitation, ''dental care", "mental health services", and the receipt, inventory, dispensing, maintenance, security and storage of Pharmaceuticals. The responsibility of the Contractor for health services provision to the inmate commences with the commitment of the inmate to the custody of the Berkeley County Sheriffs Office and ends with the release of the inmate from custody. The responsibility of the Contractor shall include liaison and coordination with the Jail on matters of contract management and performance monitoring, communicable disease notification, and referral for after jail follow-up and treatment. The Proposer must be organized and existing for the primary purpose of managing and providing healthcare services. The Contractor is responsible for provision of comprehensive health services 24 hours a day, 7 days a week for the Detention Center. The Contractor must adhere to all Detention Center policies and regulations, South Carolina Department of Corrections standards, South Carolina Minimum Standards for Local Detention Facilities, PREA standards, and Affordable Care Act. These standards, individually and collectively seek to protect an inmate's basic right to have unrestricted access to a correctional health care delivery system through a functional sick call system. In short, the standards mandate a properly trained and professionally qualified health care staff that: o Addresses Medical Emergencies, o Prioritizes those most in need of care, o Properly documents care given and care planned through a systematized and universally applied health record that remains confidential, o Maintains necessary timely access to, and communication with, community resources for services, specialty care, and hospital care which are beyond the ability of the Department to provide, o Develops and maintains staff training to assure maintenance of clinical skill levels, and o Maintains a continuous effort at quality control.
