Specifications include, but are not limited to:The City of Tacoma (City), Information Technology Department is soliciting proposals fromqualified firms to develop a five-year Information Technology (IT) strategic plan. The IT strategicplan will guide the departments efforts and investment plans to help the City achieve its longtermbusiness goals.The City operates under a Mayor/Council/City Manager form of government. The City Councilconsists of an elected Mayor and eight elected Council Members. The City Council adopts andamends City laws, approves budgets, establishes City policies, appoints citizens to boards andcommissions, and performs other actions. The City Manager, who is appointed by the CityCouncil, administers all day-to-day operations of City government.There are 13 departments within the Citys General Government that support city operationsmanaged by the City Manager, including the utilities of solid waste management, sewertransmission and wastewater. Additionally, the City operates a Public Utilities Departmentincluding the water and power utility and a shortline railroad managed by the Director of Utilities,reporting to the Public Utilities Board, and ultimately the City Council. There are approximately3,600 City of Tacoma employees.The Information Technology Department is led by the Director of Information Technology whomreports to the Assistant City Manager. With approximately 115 employees, the City of TacomasIT Department manages shared IT services primarily in support of the business departmentresponsible for providing direct services to citizens. However, in the digital age, more and moretechnology services are anticipated in the provision of City services to citizens and ratepayersand, as a result, the role and expectations for IT are continually evolving
