Specifications include, but are not limited to:Contractor shall work collaboratively with Allegan and Van Buren counties to provide one orboth of the following services:1.1 If bid and awarded, Contractor shall develop required plans and materials that wouldallow Allegan and Van Buren counties to establish a Regional Indigent DefenseProgram (RIDP). Included is:1.1.1 Conducting an initial Feasibility Study for establishing a RIDP with a finalreport and presentations.1.1.2 Preparing and submitting an Indigent Defense Compliance Plan based on anRIDP or alternate model that meets and complies with the standardsestablished by the Michigan Indigent Defense Commission (MIDC).1.1.3 Developing a detailed and practical Implementation Plan for providingindigent defense as proposed in the Compliance Plan should the CompliancePlan be approved by MIDC and indigent defense grant funds as described inthe MIDC Act Section 13, Subsection 7 be awarded.1.2 If bid and awarded, Contractor may serve as an interim public defender and provideindigent defense services on a regional basis during an agreed upon term pending theestablishment of an RIDP.2. RIDP PLANNING SERVICESPHASE I: Contractor shall produce a Feasibility Study for implementing an RIDP. Morespecifically, Contractor shall:2.1 Evaluate current practices and process by which Allegan County and Van BurenCounty provide indigent defense including case load, budgets, personnel and the useof contracted attorneys.2.2 Research and propose a realistic model and plan for establishing an RIDP throughwhich both counties can effectively provide indigent defense services in a mannerthat meets and complies with the standards established by the MIDC.2.3 Include in the Feasibility Study, recommendations for a governance structure, officelocation(s), staffing (county employees and/or contracted attorneys needed from eachCounty), and budget. All recommendations should be supported by appropriate dataand research.2.4 Provide both Allegan County and Van Buren County with a draft report on thefeasibility of creating an RIDP by October 13, 2017.2.5 Schedule meeting(s) as needed throughout the development of the Feasibility Studyas well as during the week of October 16, 2017 to present draft plan and solicit inputand comments stakeholders. Stakeholders include the county and judiciaryleadership, criminal justice representatives, members of the local bar associations,individual attorneys who practice criminal defense in both counties, and the MIDCregional representative.2.6 Update Feasibility Study based on stakeholder input if necessary and deliver finalreport to Allegan County and Van Buren County by October 20, 2017.2.6.1 Formally present findings from the Feasibility Study to the following:MIDC on TBD.2.6.2 Van Buren County Board of Commissioners on TBD.2.6.3 Allegan County Board of Commissioners on October 26, 2017.PHASE II: If the implementation of an RIDP is approved by both Counties, Contractorshall proceed with the development of a Compliance Plan for providing indigent defensebased on the proposed RIDP model. More specifically, contractor shall:2.7 Convert applicable portions of the approved Feasibility Study into a Compliance Planthat meets and complies with the standards established by the MIDC.2.8 Throughout the development of the Compliance Plan, schedule meeting(s) as neededto present draft plan and solicit input and comments from stakeholders. Stakeholdersinclude the county and judiciary leadership, criminal justice representatives, membersof the local bar associations, individual attorneys who practice criminal defense inboth counties, and the MIDC regional representative.2.9 Provide the final Compliance Plan to the Counties by November 9, 2017 clearlyidentifying how the proposed plan meets or exceeds each of the required MIDCstandards.2.10 Counties will submit the proposed the Compliance Plan to MIDC by no later thanNovember 20, 2017.2.11 Work with the MIDC and the regional leadership/stakeholders to address any part ofthe submitted plan disapproved by the MIDC until plan is approved or finallyrejected.PHASE III: At the direction of the County, following submission of the Compliance Plan tothe MIDC, Contractor shall develop a detailed Implementation Plan necessary to establishthe proposed RIDP. More specifically, Contractor shall:2.12 Work with key stakeholders to develop a detailed practical plan for rapidlyimplementing the proposed Compliance Plan with a timeline and activity scheduledetailing the tasks to be completed and the responsible parties.
