Specifications include, but are not limited to: The City of Williamston, similar to many other communities in the State is facing financial challenges due to decreases in State shared revenue, constitutional and legislated limitations to increases in property taxes and significant increases in operating expenditures, such as major and local streets coupled with significant street and infrastructure deficiencies. To help the City address these issues, the consultant will develop a model to assist the City in examining the impact of an income tax. The income tax would be dedicated for road repairs, replacement and improvements as well as the infrastructure within the road right-of-way. In the development of the model and tax burden shift, the following components should be included: Development of Model Assumptions Verification of workplace information Estimation of revenue using taxable income approach
