Specifications include, but are not limited to:The purpose of this request is to seek a qualified Offeror or consultant team to assist the NMDOT Statewide Planning Bureau (SPB) with the implementation of the New Mexico 2040 Plan (2040 Plan), as well as other planning services required by the Department. In 2014, the NMDOT procured contractual services to develop a long-range statewide transportation plan with a minimum 20-year forecast period, as required by federal transportation law. The 2040 Plan covers all areas of the state, is multimodal in scope, and provides for the development, implementation, and integrated management and operation of transportation systems and facilities. The 2040 Plan sets the long term goals and direction for the NMDOT, helping to shape policy decisions. The NMDOT is now seeking a qualified consultant team to assist with implementation of the 2040 Plan and to provide on-call planning services as needed. B. SCOPE OF WORK The selected Offeror shall perform the work as specified below: 1. Within thirty (30) days from receipt of the contract, the Contractor shall develop and submit to the SPB, for review and approval, a work plan outlining the length of time needed and the completion date for each of the following tasks, to be completed by the Contractor: a.Review the current 2040 Plan to identify priority implementation activities and action steps. b.Identify, acquire and build data sets needed to support implementation of the 2040 Plan. The Contractor shall analyze existing data to determine data gaps, as well as assist in the gathering of data to fill identified gaps, with the goal of creating an implementable project evaluation criteria and prioritization system with data sources identified. This task will occur in tandem with the development of the evaluation criteria and prioritization process. At a minimum, this work task must include: i. Collection, analysis and reporting of regional economic conditionsexisting and projectedto refine the definition of the transportation system needed to support statewide and regional economic drivers, including major employers, freight and shipping corridors, identification of bottlenecks and needed improvements. ii. Collection, data analysis and reporting on current travel patterns and travel mode choices of New Mexico residents
