Specifications include, but are not limited to:As outlined in the Highway Safety Plan (HSP), impaired driving continues to be a top highwaysafety priority in Vermont as well as nationally. The Impaired Driving Project Manager will beresponsible for providing continuity and oversite to the many existing state-wide impaireddriving projects. Through a collaborative process utilizing the Vermont Highway SafetyAlliance (VHSA) and at the direction of the GHSP Chief, this position will develop an impaireddriving plan that maximizes the effectiveness of current programs, identifies the gaps andinitiates new projects based on emerging data.The Impaired Driving Project Manager shall follow guidelines developed at the state andnational level. The Project Manager will connect with the National Highway Traffic Safety(NHTSA) Regional staff; the GHSP staff, the State Drug Recognition Experts (DRE)Coordinator, the DUI Treatment Court Coordinator, the Traffic Safety Resource Prosecutor, andJudicial Outreach Liaison, the Vermont Criminal Justice Training Council (VCJTC); lawenforcement departments and other/new traffic safety partners, to develop the plan. Guidanceand approval of program responsibilities will occur via collaboration between the representativefrom NHTSAs Regional office and the GHSP. Careful analysis of all relevant statewideimpaired driving data will inform the creation of realistic and achievable goals; theimplementation of functional countermeasures; the utilization of applicable metrics and theelection of projected outcomes for the strategic plan. Impaired driving training projects will alsobe assessed, coordinated and updated using data and technology. Media messaging and publicoutreach will have an intense coordinated design to ensure maximum benefit. Impaired drivingenforcement will be strengthened by the consolidation of effort and careful analysis of data andresults. Connecting and integrating each of these steps is essential to the creation andimplementation of a systematic and successful State of Vermont plan to reduce crashes, injuriesand fatalities on Vermonts roadways.
