Specifications include, but are not limited to:The State is seeking a unified, integrated application portfolio that will encompass automated businessprocesses for critical payroll and human resources management functions. Creating an enterprise HRISwill enable efficiencies through new business process automation tools, reduce duplicate and shadowsystems, improve data integrity and security, and eliminate complex system interdependencies.The entities listed in Attachment D comprise the main users of the State HRIS user community. Thehuman resources management functions (including core human resources functions, personneladministration, position management, timekeeping/leave management, and payroll & labor allocation)are currently administered using 70+ disparate applications and legacy systems. In some cases thesefunctions are supplemented or wholly performed using paper forms and manual processes.Continued operation of disparate, aging legacy systems is costly, eliminates opportunities forstandardization and integration and results in inconsistency and inefficiency. Additionally, the accuracyof human resources data and reporting is jeopardized.The State seeks to address the following objectives: Eliminate costly maintenance of aging legacy systems Develop a singlesource database to house all human resources data Facilitate ease of data retrieval and reporting Eliminate duplication and reduce need for shadow systems Convert all State employees to a semimonthly lagpay cycle beginning as soon as possible Facilitate strict compliance with laws and rules governing human resources management (e.g.Fair Labor Standards Act, Family Medical Leave Act, Affordable Care Act, etc.) Reduce or eliminate paper and manual processes Improve data integrity and security Interfacing with key systems
