The following are areas wherein we anticipate a consultant would provide key services: 1.Examine, Analyze, Recommend Needed Change: Incumbent Pay: Market pay comparisons Pay Ranges: Structure; range minimum, mid and maximums Position Placement: Placement of positions in the pay plan Merit Pay: Merit based pay philosophy and current program Merit Bonus: Merit bonus practices 2.Propose Methods and Recommendations: Position Placement in Pay Plan: Recommendations for position placement; adjustments; and methods of adjusting these within the pay structure. Market Pay Adjustments : Strategies for market pay adjustments if indicated Market Range Adjustments : Strategies for market range adjustments if indicated Progression : Recommendations for progressing through a pay range and/or progression to the mid-point, based on experience or other qualifying methods. Pay Compression-Recruitments : Solution(s) and ideas for pay compression occurring as a result of recruitment and placement. Pay Philosophy: Recommendations for several key philosophies regarding pay. 3. Determine implementation costs for the new system(s) 4. Final Deliverables and reporting will also include: a. Study methodology b. Major findings c. Major recommendations d. One presentation to HR/Town Manager e. Assist with plan implementation (identify how this will be accomplished and how it is priced
