Specifications include, but are not limited to:The scope of work for the project includes the invoicing of household products toCounty departments as described elsewhere in this RFP.Household Products (definition):For purposes of this request for proposal, household products are defined as anyhousehold product that a reasonable (normal) person would construe to be a householdproduct excluding the following janitorial-specific cleaning items: Bleach Toilet paper Toilet seat covers Cleaners and sprays (i.e. glass cleaner, floor cleaner/carpet shampoo, toiletbowl cleaner, all-purpose liquid or powdered cleaner) Trash can liners Center-pull dispenser paper towels Air freshenerWhile excluded from the definition of household products, the County reserves the right topurchase those types of items from the Vendor.A. Minimum/Maximum Purchases. Prices proposed herein shall not be dependent onany required minimum or maximum purchases by the County; however, CountyPolicy No. 1 states that departments are not authorized to place any orders inexcess of $2,000, including tax, under a BPO. Therefore, no single order placed bya department other than General Services under the BPO shall exceed $2,000.B. Termination of Blanket Purchase Order. If, at any time, in the opinion of thePurchasing Agent, (1) the vendor fails to conform to the requirements of thiscontract; (2) the vendor seeks relief under any law for the benefit of insolvent or isadjudicated bankrupt; (3) any legal proceedings are commented against the vendorwhich may interface with the performance of the contract; or (4) the vendor hasfailed to supply an adequate working force of material of proper quality, or has failedin any other respect to prosecute the work with the diligence and force specified andintended in and by the terms of the contract, notice thereof in writing may be servedupon the vendor, and should the vendor neglect or refuse to provide means for asatisfactory compliance with the contract as directed by the Purchasing Agent withinthe time specified in such notice, the Purchasing Agent shall have the right andpower, at his/her option and without prejudice to any other right he/she may have, toterminate the contract.C. Non-Standard Contract Items. All household products, other than those standardcontract items listed in Attachment H, shall be priced as described in Section XIII,Cost Proposal, under catalog pricing.1. If percentage discount or markup from a published price list produces a lowerprice than proposed on Contract Items (Attachment H), the Countys priceshall in every case be the lower of these prices.2. Two (2) copies of the retail price and catalog, necessary to verify proposals,shall also be provided with each proposal.3. Items listed in Attachment H are to serve as example household products forthe purposes of this competitive process and are not items exclusivelyrestricted for purchase under the resulting Blanket Purchase Order.
