Specifications include, but are not limited to:The City of Knoxville is requesting proposals from responsible firms to provide an approved virtual learning management system for the Fire Department. The desired proposal shall allow secure online access for relevant and professionally endorsed educational training material for approximately 400 KFD members. 5.2 Members of the KFD have a comprehensive list of certification requirements to maintain on a continuous basis. Each member must satisfy the various course requirements in order to obtain and maintain the certification by: -Tennessee Commission on Firefighting -CECBEMS and National Registry to maintain or obtain EMT and Paramedic certifications -State of Tennessee Emergency Management, FEMA, and Department of Homeland Security to maintain or obtain Hazmat Technician or Specialist certifications -Tennessee Association of Rescue Squads to maintain or obtain Rescue Technician certifications Additionally, many KFD members obtain and hold other related professional certification which include, but are not limited to: -State of Tennessee Fire Inspector I and II -Arson Investigator -Police Post -Various instructor certifications -OSHA and TOSHA training requirements 5.3 The Knoxville Fire Department has a training academy which manages department training. There are three firefighters assigned to the training division and one assigned to the EMS division. These staff members conduct a rigorous six month training class, as needed, to certify all newly hired firefighting recruits. Three civilian staff members maintain paper copies of all training certificates/attendance and enter the information into FireHouse, the departments electronic records database. 5.4 The proposals shall meet the following requirements: - Be vendor hosted with no client software to manage; - Allow unlimited access to vendors comprehensive, student interactive course library which includes fire service (following NFPA 1561 standards), emergency vehicle operator safety, rescue operations, hazmat response, professional development, OSHA/TOSHA, and CECBEMS-approved EMS courses
