Specifications include, but are not limited to:Oregon Department of Transportation (ODOT) is requesting information on possible options for a Highway Access Permitting System to replace its legacy Central Highway Approach Maintenance Permit System. The legacy software system manages the application and permit records and processes used by ODOT permit specialists statewide. The primary objective of the replacement project for the highway access permitting system is to bring the database into compliance with various statutes and rules, reduce long-term maintenance costs, and enhance the decision-making processes through a system reconfiguration. The replacement project is anticipated to kick off in September 2016. 2. Background ODOT issues permits for approach roads and driveways that connect with state highways. Approach roads connecting to the state highway system may be constructed as part of a private development or an ODOT construction project. The ODOT Access Management Program oversees the permitting process and the maintenance of the permitting database. ODOT is currently engaged with an independent contractor to illustrate the business process structure of the Access Management Program through a series of cross-functional process maps. These maps will create a picture of the program as it exists today (As-Is) as well as project the future change initiatives (To-Be) developed programmatically, both of which are very much centered on the permitting database. These process maps would in turn guide the software development. 3. Scope of the Request Vendors who have software products meeting, or substantially meeting, the below-listed criteria (3.1 through 3.15) are invited to respond to this RFI and ask for a demonstration opportunity. After reviewing vendor responses, ODOT, in its sole discretion, may invite vendors to perform a system overview demonstration (via webinar or in person) of their proposed products. All costs incurred in preparing and submitting a response to this RFI will be the responsibility of the vendor and will not be reimbursed by ODOT.
