Specifications include, but are not limited to: For invasive plants, the action threshold is one individual within any part of the pestmanagement area. Early detection and rapid response to invasive plants is the mostcost effective and environmentally benign response once an invasive plant has becomeestablished at a site. Invasive plants spread rapidly once established. Implementingcontrol as early as possible will minimize the amount of management action needed, and minimize the quantity of pesticide needed when chemical control is used. For aquatic weeds, the action threshold is the point at which a sufficient quantity ofvegetation is present to significantly impair the recreational use, physical access, orvisual quality of the site for the public or to cause damage to infrastructure and boats. For example, aquatic vegetation that is blocking boat access to ramps or harbor slipscan significantly reduce the recreational use of the site. Excessive abundance of aquaticweeds can also detract from the visual beauty of the site and result in reduced visitationand visitor satisfaction. Weed growth must be at a high level such that it has (or isexpected to) impair recreational use or generate visitor complaints before treatment withpesticides would be justified.
